On Tuesday 15th October 2019 the project team delivered the first capacity building workshop on the Effort Sharing Regulation for policy makers, non-government organisations and business experts in Bucharest with 41 attendees.
The workshop focused on the design and implementation of policies aiming to reduce GHG emissions from transport and agriculture. The transport session included practical policy examples from Malta and Romania, and examples from policies at both national and local level. The agriculture session covered policies and practices from Romania, Croatia and Bulgaria including case studies such as biogas. The afternoon case clinics allowed delegates to discuss the challenges of establishing a department that has the responsibility for evaluation and reporting of Policies and Measures. A further case discussed was on encouraging uptake of mitigation actions and measuring the effect.
Feedback from the delegates included:
“Good balance between presentations, case studies, discussion and practical application”.
“The moderator in the case clinic encouraged interaction and facilitated the exchange of views among the participants. The presentations were clear and well explained”.
“Most valuable was learning from the experience of other members states”.
